Actually, the person's best chance of getting their library card back would involve returning it to the library. Or, failing that, drop it in a mailbox and let USPS do the legwork.

(I, personally, would not bother with any of these suggestions, I just wanted to point out that if your aim really was to get the card back to its owner, there are more effective actions.)
