1. Go to the Latest Posts section of LJ, at http://www.livejournal.com/stats/latest.bml
Look over the posts. Find at least one that you want to respond to (refresh to get more until you do, and if you happen to spot a friend's post on the list, you cannot choose them)
Leave a comment with your response. Friend them if you like. (It's not mandatory in this case, but encouraged)
2. Look through your Interests. Choose one that you especially like, to get a list of people with the same interest. Find a name on the list you don't already know. Friend them. Comment if they say anything you feel like responding to.
3. Choose a friend on your friends list. Go to their friend list. Choose a name you don't recognize (if you already know everyone on this friend's list, go to another friend). Friend them. Comment if they say anything you feel like responding to.
You've now made contact with three new people - one a friend of a friend, one someone with a similar interest, and one a complete stranger connected only by fate.
4. Post this in your LJ and see if anyone winds up contacting you.
